Compilation of Public Comments on the 2025 Payments Fraud RFI

In 2025, the OCC, Federal Reserve, and FDIC issued a Request for Information (RFI) on payments fraud.

Dozens of organizations submitted comment letters, including:

  • banks

  • fintech companies

  • payment networks

  • fraud and identity vendors

  • industry trade groups

  • consumer advocates

To make the submissions easier to analyze, I compiled all public comments into a single document.

The result is a ~1,400 page PDF containing the full docket of responses.

This dataset can be useful for:

• policy analysis
• fraud / identity risk trend analysis
• market intelligence on fraud solutions
• understanding how different stakeholders view fraud and identity risk

Or simply feeding into an LLM to explore patterns in the responses.
